Bring a large pot of water to boil.
Blanch the cabbage leaves for 2–3 minutes until pliable.
Drain and set aside.
2. Make the Filling
In a bowl, combine ground beef, finely chopped onion, rice, milk, crushed garlic, salt, and pepper. Mix well.
3. Assemble the Rolls
Place a cabbage leaf on a clean surface.
Spoon a portion of the filling in the center.
Fold the sides over and roll tightly to encase the filling. Repeat for all leaves.
4. Cook the Rolls
Preheat a large skillet or pot over medium heat.
Add a little olive oil if using.
Place cabbage rolls seam side down.
Pour diced tomatoes or tomato sauce over the rolls.
Cover and simmer on low heat for 30–40 minutes, until the beef is fully cooked and rice is tender.
