Heat olive oil in a skillet over medium heat.
Sauté onions and bell peppers until softened, about 5–7 minutes.
Add Worcestershire sauce and stir. Remove from heat and let cool slightly.
Make the Meatloaf Base:
Preheat the oven to 350°F (175°C).
In a large bowl, combine ground beef, breadcrumbs, milk, Parmesan, eggs, garlic powder, onion powder, salt, and pepper. Mix gently until just combined.
Assemble the Meatloaf:
On a baking sheet or in a loaf pan, shape half of the meat mixture into a loaf.
Spread the sautéed peppers and onions evenly over the meat, then layer the shredded cheese on top.
Cover with the remaining meat mixture and press lightly to seal.
Spread ketchup or marinara sauce over the top if desired.
Bake:
Bake for 50–60 minutes, or until the meatloaf reaches an internal temperature of 160°F (71°C).
Let rest for 10 minutes before slicing.
