In a large bowl, mix flour, sugar, salt, and baking powder.
Add cubed butter and rub into the flour until crumbly.
Beat eggs with cold water and add to the flour mixture. Mix until a dough forms.
Cover and refrigerate for 30 minutes.
2. Make the Filling
Heat oil in a large pan over medium heat.
Add onions and sauté for 5–6 minutes until soft.
Add diced carrots and potatoes, cooking for 3–4 minutes.
Add ground beef and cook 4–5 minutes, breaking it apart.
Season with salt, pepper, thyme, and sprinkle in flour. Stir to combine.
3. Assemble the Hand Pies
Divide the dough into 4 portions. Roll each piece to about 1/8-inch thickness.
Cut rounds to your desired size.
Place 1–2 tablespoons of filling in the center of each round.
Fold dough over to enclose the filling. Seal edges with fingers or a fork.
Poke a few holes on top with a fork for steam to escape.
4. Bake
Preheat oven to 375°F (190°C).
Brush pies with beaten egg.
Bake for 25–30 minutes until golden brown.
Cool slightly before serving.
