Boil pasta shells according to package instructions until al dente. Drain and set aside.
Brown the Beef:
In a skillet over medium heat, cook the ground beef with chopped onion and minced garlic until beef is browned and onions are translucent. Drain excess fat.
Mix the Sauce:
In a bowl, combine cream of mushroom or chicken soup, milk, ranch seasoning, black pepper, and paprika. Stir well until smooth.
Assemble in the Crockpot:
Add the cooked beef mixture, cooked pasta shells, and half of the cheddar and mozzarella cheeses to the crockpot. Pour the sauce over the top and stir to combine.
Cook:
Cover and cook on low for 2–3 hours, stirring occasionally.
Add Remaining Cheese:
About 15 minutes before serving, sprinkle the remaining cheese on top, cover, and let melt.
